Speakers
Dr. Latinia M. Shell is a Licensed Counselor with over 20 years’ experience
in teaching and counseling in school, college, and community/mental health settings. Her research areas of interests includes racial identity development, multicultural counseling and cultural competence, social and racial justice, diversity school inclusion, supervision and training, and physical/psychological wellness. Dr. Shell has a Doctorate Degree in Counseling Psychology, Master of Education Degree in Counselor Education, and a Bachelor of Arts Degree in Psychology. She is the Proprietor of the award winning private practice Diversity Works, LLC, located in Lancaster, PA.
Mary Friedline is an attorney with the Governor’s Office of General Counsel
assigned to the PA Department of Corrections. She came to the Department of Corrections in November of 2018 to establish a new risk mitigation/legal review function, where she coordinates legal reviews of sentinel events and works to identify areas of significant legal risk, including developing recommendations related to mitigation. Prior to joining the Department, Mary headed up the Attorney General’s Civil Litigation Section for the Western Region of Pennsylvania where she
defended State agencies and employees in federal civil rights suits. In that role, she frequently defended Corrections officials and employees accused of First Amendment and RLUIPA violations.
Tara Wikhian is an Assistant Counsel for the Department of Corrections, where she handles inmate litigation matters. Prior to this position, Tara worked for the Department of State where she prosecuted matters before the State Boards of Social Work, Psychology and Pharmacy. She also worked as a Staff attorney for the Domestic Violence Legal Clinic of Lancaster County, and previously worked as an Assistant District Attorney in York County where she prosecuted sexual assaults and child abuse cases. Tara received her Juris Doctor in 2011 from Temple University Beasley School of Law. She obtained her undergraduate degree, summa cum laude, in Criminal Justice from Northeastern University in 2008.
