Addiction and Connection to Treatment (ACT)

Chaplains understand and respond to many who have felt the devastating effects of substance addiction. The Center for Addiction and Recovery Education (CARE) from Saint Joseph’s University will be providing a peer-to-peer training program designed to teach first responders how to approach those with substance use disorder with compassion and provide resources to connect those in need of treatment options.

​This program, Phoenix Training, aims to educate public safety and justice professionals on the science of addiction, the impact of trauma, the stigma surrounding substance use disorder and effective strategies to connect people to treatment. To date, more than 2,000 first responders and those in related professions have completed the Phoenix Training program.

Speakers

Steve Forzado is the Director of Saint Joseph’s CARE. He began his law enforcement career at the Montgomery County DA’s Office in 1986. In 1992, Mr. Forzato transferred to the Narcotic Enforcement Team and for the next 27 years. He also served as a federal agent in the FBI’s Joint Terrorism Task
Force. In 2017, Forzato joined Pennsylvania’s Attorney General as Deputy Chief of Statewide Drug Initiatives where he led new initiative addressing the drug overdose crisis in Pennsylvania. He has trained thousands of local, state and federal law enforcement officers, prosecutors, and public health officials.. 

Bill Burdett is an instructor for CARE and retired State Trooper, serving 25 years with the Pennsylvania State Police. He started in patrol, transitioning to Troop Vice and PSP Drug Strike Force, criminal Investigation and State Fire Marshal. He spent 11 years as Supervisor of the Eastern K-9 Section. He was sworn in as a Federal Task Force Officer assigned to a DEA HIDTA interdiction team. After retiring Burdette remained active in law enforcement serving a local university, and as a sworn police officer with local school districts.
